You can power up Mack with all power up passes.  You only need the first PU card and TP.  Unfortunately when I powered him down I used my 95 PU pass somewhere else I now that I want him back I can't find it.  That 95 card is over 400k so I will have to wait for my next 95 PU pass (175 dailys in about 12 days).  Mack is better than Miller.
