On the subreddit , he mentioned he tried asking the devs to implement that sort of system in pro packs specifically but was shut down. According to him, they likely won't be pullable in any packs soon. This is just back to the norm for how the game has been for nearly 2 years now. I honestly thought maybe we were closer to ltds and interesting non base cards back in packs again after TOTY, but I guess we're stuck with the current status quo.
