They should be punished. Idk if anyone knows this but Man City, one of the biggest soccer teams in the world, was punished today for some scandal and they were punished by not being allowed to play in the Champions League for the next two years, which is European Footballs highest and most important tournament. They were also fined 30 million dollars. And what they did was nowhere near as bad as the Astros.
