I think what’s really important here is that if he does get a card he better have his shirt on.
Is Luke Kuechly a hall of famer? Is Andrew Luck a hall of famer? I don't think either is and both got tributes. Vernon is not in contention for the hall of fame. But he had a solid long career. I won't mind if he doesn't get one, but I don't think it is out of the question.

They didn't give Sproles a tribute card, and they are sort of in the same career category -- just below elite class over a long period of time on a number of teams. Gore is like this, too.
I doubt he’ll get a tribute card, but I’m guessing he’ll get a nice card during the combine promo that can serve as a tribute card for those who want it. Oh, and you can get the PU for him sometime in early June (weather permitting PF course)
He had a nice career. But was he ever a true top 5 TE in the league at any point in his career? Looked it up, 2009 was the only year he even sniffed the top 5 for TEs.
He never topped 1k yards in a season. His best year in 2009, he was barely top 5 in TE stats behind Dallas Clark, Witten, Tony G, and Antonio Gates. 2009 is also the only year he every had more than 70 receptions in a season.
IMHO, this isn't the type of guy who gets a Tribute card when he retires...
