The locks right now are all TOTW heroes that are yet to get a power up and Adrian Peterson. TOTW limiteds will not get a PU. But you can expect heroes like Jimmy G to get one. Also, Kraelo did confirm that AP will be getting a power up on the next release. I suspect that all the heroes of the playoff teams that do not have a PU will also get one. So I suspect Deshaun Watson will get one on the next release.
TOTY non-specialist cards will likely get PU's as well.

Pretty sure they already confirmed AP so your logic is pretty shot off the top. Also, fairly certain most of the 92-94 ZC cards already had a PU.

All the TOTY cards, All the 92+ Zero Chill cards that don’t have one and any limiteds that don’t have one
Serie 5 coming already ? There is only 6 series the whole game.
EA really pushing in season micros this year knowing a lot of the people leave the game after the Super Bowl.
Off season content is going to be real thin the next 6 months I believe... Real thin.

As much as I need and want Coleman he won’t be getting one. His highest card is MF 85. His 92 is TOTW LTD and can’t go in the power up
LTD's do go in the PU path.
