New Team Heroes HAD to be atleast 95 OVR. There are already 96+ players easily available in the game. So the least EA can do is give us Evolution fodder for 94s to jump to 96. Every player on my team is 94 or better except for the FB position.
Why would I build a grossly overpriced, non-auctionable 94 that won't improve my team or evolve any card I have ?

EDIT : Forget about my/your team, just think about building a 94 overall for roughly 2 Million coins that you can't sell, when 95+ players cost way less than that in the AH !! You could buy TWO 95s for the price of building ONE 94 Team Hero.
