I Thought Programs Were Going to Be Relevant for Playoffs???

Did I miss something or maybe misunderstand something? I thought program players and collectibles like TOTW, Legends and Phenoms were going to be usable to make the Playoff players? All I see are the Phenoms. 

I swear this game makes me feel like I'm the dumbest guy in the room every time a new promo comes out...
