Currently 85 Ovr Phenoms still cost the same to build as 93s.
Remove the 85-89 sets. Anyone doing them Is ripping themselves off.
Add new sets that require some combination of Off or Def Gold Phenoms and either Tokens or Badges (fewer than 35) to get a random 85-89 Off or Def Phenom.
