Looks like the 88/89 OVR price floor is higher than 90s

Not sure what's going on. You can sell 90 OVRs for less than you can the 88-89 OVR. Looks like the actual cap on 88s is 229K. Root shows 237K I think. But 90 OVR doesn't have a minimum cap listed. 90 OVRs in the AH can be sold and bought for less than the 88-89s right now. Maybe its just my AH. But I think they messed up on the 88-90s. Looks like the 88 OVR cap should be what the 90 OVR cap is now and vica versa.
